Councilman Williams Update 11/1/23

New Council Member started, Short Term Rental Fee and Fire Prevention Chapter hearings set. Meeting was under an hour.


Resolution #40-23, Amends and Appropriates Fiscal Year 2023-2024 Budget, General Fund (Police Department One-time Funding, Carry-over Funds) - This was to move $11,314 in unspent police funds to the current budget. Vote 7-0


Resolution #41-23, Amends and Appropriates Fiscal Year 2022-2023 Budget, General Fund (Virginia Community Flood Preparedness Grant) - This was to move $19k of grant money to the general fund. I asked where the money had been spent and was told the money was paid to the Berkeley Group for services. Vote 7-0


Resolution #42-23, Resolution in Support of Community Flood Preparedness Fund Grant Application - This was to authorize the town to apply for more flood, preparedness funds.

Vote 7-0


Council Member Liaison Reports

Housing Authority - Still has vacant seat.

Planning Commission- Next meeting is on Thursday 11/10 5:30p at the Police station and there will be 3 public hearings. One of the hearings is for the food truck court on Washington Ave.

Public Safety - New liaison (Krista Brown) introduced herself and said she has started meetings with Police, Fire, etc.

Parks and Rec - Events announced.

Economic Development-Meetings planned for later this month.

Public Works - Central Drainage project nearly completed.

NGO - Events and plans for Downtown Colonial Beach partnership with Town for Main Street Economic Development Manager.

Mayor -

· Recognition of Public Works, Refuse Toter Implementation and Roll Out.

· Recognition of Natasha Tucker, Acting Town Manager for filling in while the Town manager was out.


Public Comment

Citizen- Asked if the town would be paying back the $195K ARPA funds that were borrowed to pay for the new trash toters (Mayor answered by saying already in the budget), he suggested a review of STR fee be done every 4 years and raised concerns over fireworks section of Ch 10.


PUBLIC HEARING Resolution #43-23, Establishes Short Term Rental Zoning Permit Fee, Director of Community Development & Zoning - Discussion was to set the fee at $50 per year. I asked town staff to please consider software and policies to make the process as smooth and easy to understand as possible. The reply was there are already plans to do put applications online and other ways to make the process easy. It was also suggested that the business licenses be coordinated with the STR application and that a reprieve be given to those that hadn’t previously purchased a license. Hearing set for 11/15 meeting.


Discussion, Ordinance No. 752, Amends Chapter 10, Fire Prevention & Protection of the Town of Colonial Beach Code of Ordinances, Town Attorney -

This is another Town code chapter update that was started over a year ago. Minor updates appear to have been made and much of that was to align the chapter with state code. I asked if the Fire Chief had been consulted and the answer was no. The mayor suggested the new liaison (Mrs. Brown) bring this to the Chief). Hearing set for 11/15 meeting.
