Please see my blog for details about Wednesday night’s meeting and Public Works liaison updates.
Colonial Beach is celebrating it’s 130th birthday this month.
Public Safety - Our new police chief was sworn in during the meeting. Many people that I spoke with during my campaign last year were concerned about public safety so I’m hopeful that Chief Deaver will help restore confidence in our police department. I promise to be an advocate and wish him all the success he can possibly achieve.
Resolution #11-22, Adopts Financial Policies - Council approved what seemed to be sound financial polices.
Town Manager Updates - She gave a summary of 2021 Town achievements examples: saving $265k by debt refinance, contracted professional services to address central drainage area, ground breaking Dodson development and community outreach by Police department.
Westmoreland County Supervisor Tim Trivett - spoke about redistricting, how the County is growing and that the County school will be substantially completed March 23rd.
CB Schools Dr. Clint Mitchell - Superintendent introduced himself and he has an impressive background including Principal of the year multiple times. He promised to help improve CB schools and has a proven record.
Interim Police Chief Kenny Miller had some really nice words to say about his experience in CB and Council took a moment to recognize him for his service.
Financial Analysis, Davenport & Associates - A very thorough presentation on our financial status was given along with potential options for the future. We appear to be in good financial shape and I hope we keep it that way.
PUBLIC HEARING Ordinance No. 721 Amended Business and Occupational Licenses - Back in December I started to advocate for simplifying the application process further than was originally proposed and last month I pushed against a fee increase. The Mayor joined the cause which resulted in lowering some of the tax rates further, reducing the complexity by decreasing the number of rates to just 2 and making the application much easier to fill out (businesses friendly).
Resolution #12-22, Authorizes Contract with Chief of Police - Council vote 7-0 to approve
Resolution #13-22, Amends the Town of CB Special Events Policy - Council Voted to approve changes proposed by town staff. The main changes were a $1,250 charge for tent rental, a parking package option for events ($20 per car/day) and approval by council for large class A events 5k+ people. Resolution passed 7-0
Discussion of Tenancy of 106 Hawthorn Street, Town Attorney - We voted to end the month to month lease with the remaining tenant in the Chamber building to prepare for the Dodson sale closing.
Closed meeting - consultation with legal counsel pertaining to: regarding specific matters requiring legal advice from counsel for development and real estate, agreement contract analysis pending litigation and discussion of the acquisition of real property for a public use.
Public Works Liaison Updates
Robin Grove shoreline repairs are completed and the contract is set to close out February 24.
The Town Pier repairs have begun and are targeted to be completed by mid May 2022.
CityWorks work order tracking system is up and running and Town employees are working with management to ensure the system is integrated so it will be ready for the new Town website launch coming soon. I believe this will address some of the concerns residents have about transparency and the repairs they request. During my campaign I advocated for a tracking system and I’m happy it has become a reality.
I’m currently following up with Town Management regarding concerns over the condition and safety of the golf cart path and Castlewood Park.
